California Dream For All - Juan Carrillo Assemblymember, 39th District

Palmdale Launches Free Adult and Family Literacy, and ESL Programs
Palmdale, CA - The City of Palmdale is thrilled to unveil its Adult Literacy, Family Literacy and English as a Second Language (ESL) programs as part of the Library’s educational programming.

Made possible through generous grants and dedicated City funding for the 2024-25 fiscal year, each course aims to empower Palmdale residents to enhance their literacy skills while providing invaluable support to family members and ESL learners.

These free services for the public are tailored to meet each participant’s unique needs and goals. Whether it’s enhancing reading, writing or math abilities, the programs are “learner-driven,” ensuring the focus remains on what each individual wants to accomplish.

“We are delighted to extend these vital services to our residents,” said Mayor Austin Bishop. “Literacy is the foundation of personal growth and development, and we are committed to providing a supportive environment for residents of all ages to enhance their skills.”

$39.9 Million Contract Awarded to Enhance Palmdale Blvd./SR-14 Interchange
Palmdale, CA – The City of Palmdale is excited to announce the award of a $39.9 million contract to enhance Palmdale Blvd (SR-138) and the SR-14 interchange. This significant investment will beautify the main entry into Palmdale and make the interchange safer and more accessible for residents and visitors.

This project aims to improve travel and safety along the interchange’s north and southbound ramps and along Palmdale Boulevard. To achieve this, a new northbound auxiliary lane and two southbound off-ramp lanes will be constructed at Palmdale Blvd. Additionally, a City of Palmdale monument sign and a mural painting on the wall of the under-crossing will be installed.

“We are thrilled to embark on this initiative that will revolutionize traffic flow and transform the travel experience for our residents and visitors,” said Mayor Austin Bishop. “The project will not only streamline traffic flow, but also create a beautiful and welcoming entrance to the heart of our City that reflects pride in our community.”

Extensive improvements will be made between 5th Street West, Division Street, and SR-138/SR-14, including a new curb, gutter, sidewalks, ADA ramps, fencing, raised medians with irrigation and landscaping, drainage improvements, streetlights, traffic signals, signing and striping, and interchange xeriscape landscaping.

City of Palmdale Tours Transportation Technology Center in Pueblo, CO, for Proposed Center for Transportation Technology Excellence Project
Palmdale, CA – Accelerating toward a future of innovative transportation solutions, the City of Palmdale, along with representatives from Metro and the County of Los Angeles, embarked on a stakeholder tour of the Transportation Technology Center (TTC) in Pueblo, CO, on April 1-2. The visit aimed to gain insights and inspiration for the proposed Center for Transportation Excellence (CTTE) project in Palmdale.

The facility in Pueblo, CO, has over 50 miles of test track, including the renowned High Tonnage Loop, which has been instrumental in studying long-term wear on train components and rail infrastructure.

The delegation from Palmdale, which consisted of Mayor Austin Bishop, Councilmember Eric Ohlsen, City Manager Ronda Perez and Assistant City Manager Salvador Mendez joined representatives from various entities, including the Office of LA County Supervisor Kathryn Barger, the City of Los Angeles, LA Metro and the Antelope Valley Economic Development & Growth Enterprise (AVEDGE).

City of Lancaster Municipal Election Unofficial Results Announced
Lancaster, CA - Today, the City of Lancaster held its municipal elections. The seat of Mayor and Two Council seats are up for election for a full four-year term.

As of the time of this announcement, the unofficial results show that R. Rex Parris is on pace to secure the necessary votes to be re-elected as Mayor, while Ken Mann and Lauren Hughes-Leslie are on pace to secure a City Councilmember seat. The results are preliminary and subject to change pending the count of all mail-in and provisional ballots.

Lancaster Police Department's Law Enforcement Technicians Are Helping Make Non-Emergency Response Times Quicker
Lancaster, CA - The City of Lancaster has achieved a significant reduction in response times for non-emergency law enforcement calls. On average, non-emergency call response times were reduced by 91 minutes in 2024, compared to its high in 2023. This achievement was made possible through the close collaboration between the Los Angeles Sheriff’s Department and the City of Lancaster Law Enforcement Technicians (LETs), who have been handling non-emergency calls, freeing up sheriff deputies to prioritize emergencies.

“We are thrilled to see the positive impact LETs are bringing to their support of our LASD officers. We are excited to work alongside them in creating a safer Lancaster,” said Mayor R. Rex Parris. “There is still work to be done, but we are encouraged by the results we’ve seen already. This is why we formed a police department: to better serve our community."

“We are extremely thankful to our LETs for their outstanding work in helping reduce call response times and stepping in to free up bandwidth for our deputies,” said Chief of Police, Rodrick Armalin. “Their dedication and expertise have enabled us to serve our community better and ensure your calls are handled as quickly as possible.”

City of Lancaster Announces Renaming and Renovation of El Dorado Park to Samaritan's Purse Park
Lancaster, CA. April 4, 2024 - The City of Lancaster announced the revitalization of a cherished community park during a groundbreaking ceremony on April 3. Formerly known as El Dorado Park, the park has been renamed Samaritan’s Purse Park, honoring the impactful work of the Samaritan’s Purse organization in Lancaster.

“This park has been an integral part of life for the local community. Now, its new name and the new life brought by renovations will stand as a renewed source of inspiration,” said Mayor R. Rex Parris. “This park’s renovation is not just an upgrade of its physical attributes but a reinforcement of our commitment to fostering a supportive, engaged, and active community.”

In addition to the renaming of the park, there is a vibrant renovation plan to enhance its facilities and overall appeal. As part of these efforts, extensive community outreach was conducted to enable residents to contribute their input regarding the new park name and to prioritize improvements based on feedback.
