City of Lancaster Earns California Prohousing Designation for Leadership in Housing Innovation
Recognition from State affirms Lancaster’s commitment to accelerating housing production and expanding affordability

The City of Lancaster has been awarded California’s Prohousing Designation by the California Department of Housing and Community Development (HCD), recognizing the City’s leadership in advancing bold, locally driven housing policies that accelerate production, reduce costs, and expand access to affordable housing.

Lancaster joins a select group of newly designated Prohousing jurisdictions across California, including the City of Santa Ana and San Luis Obispo County, that are setting the standard for innovative and accountable housing solutions.

The Prohousing Designation is reserved for cities and counties that go beyond state requirements by adopting forward-thinking strategies to remove barriers, streamline approvals, unlock land and funding, and support a wider range of housing types while maintaining strong standards for affordability, equity, and sustainability.

Lancaster earned this designation by streamlining ministerial approvals for innovative housing types and mobilizing City-owned land for affordable housing development, helping reduce delays and lower costs for housing projects. The City’s ongoing efforts include programs such as Housing Rehabilitation, as well as the upcoming Accessory Dwelling Unit (ADU) Assistance Program and Pre-Approved ADU Plans, all designed to make housing development more efficient and accessible for residents.

“This designation reflects Lancaster’s long-standing commitment to practical, results-driven housing solutions,” said Mayor R. Rex Parris. “We are focused on delivering more homes, faster, while ensuring they are safe, sustainable, and affordable for families, seniors, and workers who call Lancaster home.”
To qualify for the Prohousing Designation, jurisdictions must maintain a certified housing element, remain in compliance with state housing laws, complete required rezonings, submit timely progress reports, and implement an approved encampment response plan. These accountability standards ensure that Prohousing communities continue to deliver measurable results over time.

Statewide, Prohousing jurisdictions are helping drive meaningful progress. Data from the California Department of Housing and Community Development show that since 2018, nearly one million homes have been permitted across California, with approximately 650,000 homes built, including a significant share affordable to low- and very low-income households. In 2024 alone, residential construction increased by nearly 57 percent compared to 2018, and more than 30,000 ADUs were permitted statewide.

The Prohousing Designation also provides tangible benefits to participating jurisdictions, including priority and bonus points for state housing, infrastructure, and planning funding programs, further strengthening Lancaster’s ability to deliver housing solutions that meet community needs.

As part of California’s growing Prohousing movement, Lancaster remains committed to addressing the state’s housing challenges through innovation, accountability, and collaboration, building a stronger future for residents today and generations to come.
