FPH2 Chairman R. Rex Parris, “We are proud to welcome the City of Shafter as they take this important step toward joining FPH2
The First Public Hydrogen Authority (FPH2) announced that the City of Shafter has approved proceeding with its membership in FPH2. The FPH2 Board of Directors will consider the item for approval at the December 18 board meeting and, as such, it is not yet final. The partnership underscores growing statewide momentum for hydrogen deployment and highlights Shafter’s leadership in advancing clean industry and economic growth.

“We are proud to welcome the City of Shafter as they take this important step toward joining FPH2,” said FPH2 Chairman R. Rex Parris. “Shafter’s forward-thinking leadership is helping build the framework for California’s clean hydrogen network. Their participation supports local job creation, infrastructure investment, and the transition to zero-emission technologies.”

Shafter Mayor Chad Givens said, “Shafter is proud to join FPH2 as a forward-thinking partner in advancing clean, reliable hydrogen solutions for our region. This collaboration reflects our commitment to innovation, sustainability, and long-term economic growth. By engaging with FPH2, we are leading the diversification of our energy sources with cleaner, renewable options—supporting emerging industry needs and strengthening the foundation for quality jobs and future investments in our community.”

As an FPH2 member, Shafter will gain access to technical expertise, centralized procurement tools, and a transparent platform to collaborate with other public agencies and hydrogen providers. Members also help pilot early-stage hydrogen use cases, from municipal fleets to backup power systems.
FPH2 invites other public agencies to explore membership and join a growing statewide coalition advancing California’s hydrogen economy. With no cost, liability, or purchase obligation, the model is designed to be accessible for local governments, transit agencies, and utilities seeking to decarbonize operations and access new funding opportunities.
